Without the wheel locking nut socket, you may try sacrificing a normal socket which is slightly smaller than the wheel locking nut/bolt. Hammer the socket onto the end and then try turning that.
You may need to prepare a new nut/bolt in order to refit however as the locking nut will be damaged after trying this.

I cannot take the tire and rim off the car. Is there a tool that must be used to do so?

Once you remove the wheel nuts the tire assembly should literally fall into your arms.If it isn't moving you are going to have to resort to brute force.With the vehicle properly supported kick the tire at the 12 o'clock position (hard),rotate the tire 90 degrees and kick again,etc.Sometimes the rust deposit between the rim and the wheel stud is so bad it seems like the tire is welded on.Keep at it and good luck.

Car shakes when i drive

This could be anything from a bent or damaged tailshaft to twisted casings on tires. Does the vibration get worse as you accelerate and does it have a noise which changes as you accelerate..? You need to raise the vehicle and spin each wheel by hand whilst checking on the rotation of the tire to see if each tire and wheel are running true. If you find one that seems to be buckled, replace it. If all seems good with the tires and wheels, have a mechanic check the tail or drive shafts..

That's most likely a wheel lock. You'll need a "key" for it. Hard to say if it's original equipment or added. You can order a replacement lug remover if your orignal key is misplaced. This website has a variety of keys and removers.

I can't get the tire locks off, to change a tire

You need a special socket for this operation. Check your glove box or tire change kit where jack & spare tire are located. If you can't find it, go to your Toyota dealer & purchase the socket. Hope this helps. Please recommend this advice if it does help. Thanks

If you got the car new it is attached to your lug wrench. Otherwise it could be in the glove box or any place. It could have been forgotten when someone did tires, rotated tires, or had brakes checked.

Lost locking weel nut with a puncture how do i change it???

Depending on locking nut type.
If it's like mine, having a recessed "clover leaf channel" then you can only weld something to it like a bolt, if its an alternative nut type I.E. star or some other shape with edges, you can hammer a cheap socket over it and try that.(once the socket is shaped you can usually remve the rest and replace with new ones)

Removing a locking wheel nut from my toyota car

you need to get the wheel lugnut wrench out of the trunk or under the hood and take off the wheel cover nuts (the plastic ones you can turn by hand) Then you should have access to your wheel locks...
