1999 f-150 I WANT TO REMOVE THE FANBELT (ON THE TENTIONER ) THERES A 15MM BOLT ON THE PULLEY & A TORX IN THE CENTER OF THE TENTIONER. WHAT SIZE IS THE TORX & IS THIS HOW I LOSEN THE TENTIONER?

There should be a square slot for a 3/8" drive ratchet to fit in. that is where you grab the tensioner to pull it to the side for belt removal. The normal tool for this is a long flat bar with the square end so you can get enough leverage. If there is enough room a 1/2 drive breaker bar with a 1/2 to 3/8 adaptor will work.
