You will need to replace the clutch plate.
Also on Subarus, check the condition of the flywheel as this is prone to cracking on 4x4 models. Replace if it shows signs of cracking, otherwise this may cause clutch judder after reinstallation.

I think your best option is to ask if the owner will bring it to a shop of your choice to have it thoroughly inspected. An honest approach is always the best for all parties involved. Depending where you are purchasing a car, a 98 legacy with a manual gearbox is much more rare than an automatic. Use your mechanic's report as a basis for negotiation if this is the car you really want to purchase. The clutch parts will alone cost $300 and plan on an additional $100 to machine the flywheel. This, with anything else a trusted eye sees in need of repair, is the wisest way to move forward. Good luck.
