Since this is a huge job taking days of work and a machine shop to resurface the heads after you remove them and lots of little details to know it is best you have a factory repair manual, you can download the manual for this site for about $40.00 and it is worth every penny in saved time and cut fingers.

Blew head gasket and would not start, changed gasket and still wont start

Make the timing belt is installed properly, otherwise all the intake valves will be bent because it is a high interference combustion chamber. Check compression after properly timed. If you are off any teeth at all the head will need to come back off to get repaired.

How many miles before i change the timing belt, and head gasket on a city rover 2006 model solo

There is no set mileage to change a head gasket. You only replace the gasket if you have a problem with it. Change the timing belt as outlined in your owners manual. If you do not have an owner's manual, then call your local Land Rover dealer for the correct mileage to change the belt.

Overheating they say head gasket changed

If you have white smoke from the tailpipe, coolant in the engine oil, engine oil in the cooling system, that indicates a head gasket failure. However, the most definitive way to test is to have a hydrocarbon test done on the cooling system (checks for exhaust gasses that obviously don't belong in there).
If the system comes up clean, you still can have either a leaking intake gasket, partially obstructed radiator (many times flush will go around obstructions not through them), a malfunctioning electric fan or fan relay, or even an obstruction in front of the a/c condenser or between the condenser and radiator (leaves, plastic bags etc) Don't forget though even if the cause is other than a gasket, if repeatedly or severely overheated the head gaskets can also fail. That is why complete testing is very important.
good luck

When changing a valve cover gasket, does the cylinder head gasket have to be changed at the same time.

A valve cover does just that, covers the valves on the cylinder head. Barring an extremely unconventional design on the MR2, the valve cover can be replaced separate of the head gasket.

After changing a head gasket, car won't start. it

Sounds like the timing is off. Re-check your timing marks. If it has a timing belt it may be a few teeth of and getting no compression. Why did you need to replace the head gasket? If you overheated the motor it may have cracked the head causing a weird noise, but I would start with the timing first. That is the cheapest test.
