the valves are hydraulic lifters. You replace the entire lifter as the valves are not adjustable .

How much to repair lifter on 1995 Honda civic

Depends where you go!
Whats wrong with the "lifter"? Why do you think something is wrong with the "lifter"?
And FYI OHC motors dont have "lifters", it has rockers directly over the cam and valves!

Have a lifter ticking noise in my 1996 buick regal. What does it take to repair the problem

The repair depends on the exact cause. Typically one of two things happens.

A lifter fails to "pump up" and looses pressure. Sometimes oil system cleaners can help this.

The other thing that happens is wear realted, called a collapsed lifter, this issue requires replacement of the camshaft and all lifters. I recommend against replacing only a collapsed lifter, as the cam lobe usually gets damaged, as the two parts are hardened and wear against one another (cam and lifter).

It is always possible to have a rocker arm come loose. The only way to know for sure is exploritory surgery.

I HAVE A 1999 CIVIC WITH A 1.6L ENGINE.IT HAS A TICKING NOISE LIKE THE LIFTERS TICKING,IS THERE A ADJUSTMENT ON THESE LIFTERS

It probably needs a valve adjustment. Its very common on those cars. Also look into a timming belt and water pump if that has not been done yet.

Something in my valve train is ticking, louder when cold or upon start up. It sounds like one colapsed lifter as I can count the clicks.I was told this 2000 honda civic lx dosent have adjustable valves so...

REMOVE THE VALVE COVER AND CHECK THE ROCKER ARMS WITH GAUGE OR JUST TRY TO SHAKE THEM FOR FIGURE IT OUT LOSE ONE. CHECK THE LIFTER SEATS IF ANYTHING BLOCKING THE OIL PASSAGE TO MAKE ITS JOB.IF YOU GONNA REPLACE GET TORQUE SPECS OR IF ANY ADJUSTMENT REQUIRED.
