Are the threads of the glow plug assembly broken off in the head?
Any way to get a hold and turn?
If so you can try to heat it with a torch or penetrating lubricant.
If there is no other solution but to drill and tap I would take off the head and take it to a cylinder shop, have it machined and replace the head. I know this may seem like a task but if you have time and another vehicle its a lot cheaper to do it yourself. Get a book for your vehicle that shows the repair and replace procedure and torque specks.
