Are there any portable engine diagnostic devices, such as CarMD that are legitimate, work and are affordable, and if so, which ones do you recommend? Thank you!

With CarMD, you are not paying for the device, you are paying for the expertise of technicians who see what your device sees and provide you an explanation and recommended course of action to repair any problems, along with estimates on what a repair should cost.
You can buy code readers and scanners starting at under $50, but if you don't understand the meaning of diagnostic trouble codes (DTCs) or what you should be seeing with a scanner, it doesn't make too much difference whether you spend $50 or $1000.
I don't have CarMD, and know nothing more about them than what I see in their adverstisements, but it sounds good.
You could go to most auto parts stores, have them check your car for codes, and they will probably recommend you buying something that will 'fix it'. Or, you could have them give you the code(s) - get a print out or write them down. Then research yourself, or ask a knowledgeable friend for help.

I have a 2004 Buick Rainier with a V8 engine AWD,I got a CARMD CODE READER which is displaying a code C/EV/OOH what do these codes means because my reader will not list the problem when a yellow light

Not really possible as you need the alternator spinning to test it . Best is to remove it and have it bench tested at an auto electrical shop. Code p0446 is the canister purge valve solenoid fault.

I recently changed the fuel rail pressure sensor, spark plugs and wires on my 2001 mustang 3.8l engine. My question is " Do I need to reset my computer and if so how exactly do I do this?

You never diagnosed the codes using the proper reference
material, to find the real issues

Codes have nothing to do with changing parts

Codes don't tell you what is wrong or to change a part

You use flow charts & factory manuals to diagnose the
system with the fault, then component test

Need experience & the proper test equipment to work
on your car

My CarMD Report shows a P0442 Error Code on my 2002 Hyundai Accent GL My gas cap is on tight but, not sure about the seal. I have 8 possible causes from the CarMD Report. What do you...

Ouch. thats a tough one. Your fault code is for a small EVAP leak which is notoriously very hard to find. I would follow the most likely causes from the CarMD report. They are generally very accurate and based on input from technicians like myself. Remove your gas cap and inspect the seal around the cap. A leak as small as 0.02 inches will trigger the code you are getting. Literally some dust or debris could cause this. I would inspect the seal for cuts/tears and clean it. Replace the gas cap is the cheapest thing to try first and the likely culprit here. Check CarMD site for recalls and TSB's regarding EVAP leak as well. Good luck.
