The flasher unit has gone bad and needs to be changed. The flasher module is a part of the hazard module also. The clicking is the unit is still working but there is not enough voltage to activate the lights to flash. It's common on the Malibu's and other GM product cars similar to the Malibu like Grand Am's Ect. I believe Auto Zone has the replacement part for you car and is more reasonable in price then the dealer and the y also have the step by step instructions to replace the flasher module. the bulb is blown out. you need to change it. also if the bulb is not blown out or if the blinker still blink fast after you change the bulb then you have a ground problem. just remove that blinker light and check the ground wire on it. if you need to replace it and find a good groun on the car. you should be fine. this is all it is .

I have a 2002 Chev Cavalier that had the same exact problem. I replaced the bulb harness (purchased from a chevy dealership for around $5) which was fairly easy to do. I have had zero problems with it since.

I had this problem, and to be honest, it happened to the left side about a week later...it's the board that the bulbs plug into...it's a very common problem with this model. So popular that you can normally get the socket board off the shelf at a parts store! it's extremely simple to replace, and I replaced all the bulbs at the same time!
