You may have air in the cooling system, the air bubble or gas bubble in the case of the head gasket leaking creates a block to circulation of the coolant. Google how to bleed the cooing system

Well I've toped off the antifreeze time after time and even flushed it out and keep in mind that I purchased a thermostat and the car doesn't have any leaks but it won't heat up and it doesn't overheat...

heater matrix is blocked no doubt ,try flushing the thing by disconnecting the heater pipes ,but a lot of vehicles use a electric solonoid on the close off valve so post make and model year ect

Vauxhall astra 1.7 td heater not getting hot

Assuming the fan works ok, it sounds like the cable from hand control to heater valve has come off or needs adjusting or replacing. Or (less likely) there is a problem with the mechanical valve. The valve needs to open to allow hot water to flow through to the mini radiator (heater radiator) and then both coolant pipes and mini radiator get hot with a warm engine. Try moving the valve lever by hand (somewhere above the clutch pedal).and If you start getting heat with the fan on the fault is the cable..

I have no heat inside the car 825 rover checked the pipes there is heat going in but the outlet pipe is cold is it possible the thermostat is not opening to allow the flow thru the heater matrix

no the water should bypass thermostat, its is more likly that either your heater matrix has an air traped or is blocked from sediment, i would opt to first try the blocked test . undo both pipes that go to the matrix , using a hose pipe connect to bottom pipe on matrix and turn hose on to flush out matrix, continue running until water runs clear not rusty colored, then connect to top pipe and repeat, repeat several times until your happy it is clean, reattach bottom pipe and fill from expansion bottle until water flows from matrix then re attche the other hose, you can also try this on your main radiater . hand book states it should be flushed every 2 years .

So my thermostat is new, car is maintaining proper

IF ENGINE RUNS AT RIGHT TEMP SOUNDS LIKE YOU MAY HAVE AIR BLOCK, OR BLOCKED HEATER MATRIX, CHECK FIRST CHECK THE HEIGHT OF THE HEATER MATRIX IN THE CAB , IF ITS HIGHER THAN THE FILLER/EXPANSION TANK. THEN COULD BE AN AIR LOCK, LOOK FOR THE HIGHEST PIPE AND SEE IF THERE IS A BLEED VALVE, IF NOT TAKE BOTH PIPES OFF THE MATRIX FEEDS (TWO PIPES GOING FROM ENGINE BAY TO INSIDE OF CAR, AND FLUSH OUT WITH HOSE TO SEE IF IT IS BLOCKED, AND RECONNECT LOWEST PIPE FIRST AND FILL SYSTYM TILL WATER APPEAR FROM TOP AND RECONNECT RUN MOTOR, AND KEEP TOPIN UP, YOU CAN BUY A COOLENT FLUSH SOLUTION TO CLEAN THE SYSTYM OUT

No heat from the heater, then the car overheated and was leaking water out of the thermostat housing.

1. the heater always fails first when you lose water.
hence you suffered large amount of water loss.
causes,
first check for any leaks = fix
thermostat stuck closed = replace
electric fan failed, check switch is working
then
CHECK THE HIGHT OF THE HEATER MATRIX IN THE CAB , IF ITS HIGHER THAN THE FILLER/EXPANSION TANK. THEN ITS AN AIR LOCK, LOOK FOR THE HIGHEST PIPE AND SEE IF THERE IS A BLEED VALVE, IF NOT TAKE BOTH PIPES OFF THE MATRIX FEEDS AND FLUSH OUT TO SEE IF IT IS BLOCKED, AND RECONNECT LOWEST PIPE FIRST AND FILL SYSTYM TILL WATER APPEAR FROM TOP AND RECONNECT RUN MOTOR, AND KEEP TOPIN UP
