At what milage(kilometres) does one need to change the timing belt/chain?

It depends on the vehicle, and the climate.
But a timing belt is expected to last for 60,000 miles and a timing chain should last the life of the engine, say 175,000 miles.
Some timing belt engines are interference engines, which means the valves can be damaged if the belt breaks while the engine is running. I recommend replacing the timing belt before 80,000 miles unless the vehicle runs in a hot climate.

Belt comes off when wet. are there tensioner replacements?

Tensioners can have the pulley or ride wheel replaced or you can replace the entire tensioner. But if your belt hasnt been replaced in a long period of time it might be time for a belt replacement. A tensioner has a limited amount of travel to use to keep tension on the belt. Once the belt has stressed and stretched to a long enough length then the tensioner cannot apply any more tension.

It does not have any timing belt, but a timing chain, which does not need to be replaced unless otherwise it becomes damage or noisy if the car is driven with low engine oil level for extended period of time.

Does a 2005 cavalier have a timing belt or chain 2.2 and when do I change it?

This 2.2 Liter engine uses a Timing chain, timing chains are never replaced unless the engine is being overhauled, there is no periodic replacement required like a Timing belt. Engines that use chains are much more durable than those that use belts and last longer per dollar spent on maintenance costs. I wish I had a dollar for every ruined engine due to a failed rubber timing belt.

I have 103,500 miles on my 2002 nissan sentra when should I change the timing chain

The timing chain doesn't really have a maintenance period. They don't have a habit of breaking or stretching. Timing belts on some vehicles do have a recomended replacement period. Locate your local NTB, Firestone, or Sears for the maintenance schedule.

I had my crank sensor replaced at 59,000 miles

The timing and balance belts are 'wear' items, not covered under warranty unless they fail during the warranty period. How many miles were on the vehicle when the crank sensor was replaced? Did they recommend you replace the timing & balance belts at that time? I assume the damage which occurred happened after the 60,000 mile warranty. If so, the repair is not covered under warranty.
