Try disconnecting the fans from their power, you could have a fan shorting out the fuse, so try both fans, if it dosen't blow, then plug them in one at a time, until you figure out which fan it is. Otherwise, someone needs to check the top fuse setup, to make sure all wires are run correctly.

The fuse panel on 2002 VW Beetle is located behind a plastic cover on the driver's side end panel of the dashboard, door open. See pictures below:
