SOURCE: My cruise control doesn't engage on my 1996

Could be a fuse. Could be a connection under the hood. I think this one uses a cable to actuate the throttle, so the cable could be bound or kinked.
Most common problem, however, is the switch under the dash that is actuated by the arm on your brake (and on the clutch if you have a manual transmission).
Those switches are made to fail in the "pedal pushed" mode, so when they fail, the cruise control will not engage.
The way I test these is to 'snap' the pedal a few times to see if I can get the cruise to engage. If that helps, it is definitely the switch. This is not a sure-fire test, as the switch may have failed completely such that hitting it does not make it work, but this test has worked for me.
The easiest way to replace the switch is to crush it to bits with a large pair of pliers. Then straighten the bracket if it got bent, and snap in the new switch.

Cruise control fuse

You will need to get the wiring diagrams for the car and trace all wires and components operated by that fuse, check each wire and unplug the parts and see if the fuse blows until you find the short circuit.

try checking the fuses first if the fuses are ok it will most likely be the switch itself to fix this requires removing the steering wheel do you have the tools to do this? if so let me know and I will give you the proceedure to do it.
