there was a recall on the clockspring. If you havent replaced it, that could be the problem. you can have it done at a dealership free of charge.

According to my wiring diagram there is no dedicated fuse for cruise. The cruis is tied into the powertrain control module.

just pull each fuse replace the ones that are burnt out you got to locations for fuses under dash driver side under the hood in distribution box

Could be a fuse. Could be a connection under the hood. I think this one uses a cable to actuate the throttle, so the cable could be bound or kinked.
Most common problem, however, is the switch under the dash that is actuated by the arm on your brake (and on the clutch if you have a manual transmission).
Those switches are made to fail in the "pedal pushed" mode, so when they fail, the cruise control will not engage.
The way I test these is to 'snap' the pedal a few times to see if I can get the cruise to engage. If that helps, it is definitely the switch. This is not a sure-fire test, as the switch may have failed completely such that hitting it does not make it work, but this test has worked for me.
The easiest way to replace the switch is to crush it to bits with a large pair of pliers. Then straighten the bracket if it got bent, and snap in the new switch.
