This would NEVER be an O2 sensor issue, the signals from the sensors are ignored by the computer on a cold "Open Loop" engine operation mode.
Do this service.

Engine stalls cold or RPM fluctuates at idle up and down or dies near idle.

This problem is commonly caused by a dirty automatic idle speed control valve and throttle valve but always run a OBD2 fault code as well as the cleaning procedure. Buy a can of throttle valve cleaner (do not use carburetor spray cleaner!) from NAPA or Carquest (made by CRC chemicals) and spray it into the air intake while the engine is running, use up about 1/2 the can, engine will try to stall hold the speed up, shut it down and let it soak for 30 minutes, restart and blow out the remaining fluid, shut it down and disconnect the negative battery cable for 5 Min's to reset the base idle control. If the above cleaning doesn't cure your issues you need to have the computer controlled automatic idle speed control system diagnosed and repaired by a dealer or electronic engine control repair shop.

Why won't my van start when it's cold outside & when I brake it acts like it's going to die on me. Also loud pops come out of muffler when trying to start. It starts fine when it warms up.

Possible bad coolant temp sensor is telling engine it is warm when it is not. Popping could be result of lean fuel mix because ECU thinks engine is warm.

Car acts like it wants to die

Check for vacuum line leaks... Or there may be a vacuum device that is faulty. The diagram is on the inside of your hood. Also see if your temperature sensor is not giving false readings. It may register the engine as warm wen it is cold thus your tps does not feed enough o2 or fuel. Also see if the sensor on the air intake line is not dirty or damaged. That can cause this too. Lastly, and most importantly, see if your alternator is giving enough juice, both in voltage and in amperage... If your car is an automatic, it depends on the alternator to keep that engine running at normal, not the battery. It may be supplying too little power to the coil(s) and only gets better after a little while. Go get an engine diagnosis at any advanced auto parts store. It's free. That should help u.

Without more info I would guess your Idle air control motor (iac) is going out - this component can be quickly tested at your local mechanic shop without much hassle. Hope this helps!
