SOURCE: Car Seat Installation
It is safe to use, just make sure to put your knee in the seat to
compress it down while tightening the seat to make sure it gets a good
fit. Most CPSTs prefer the noodles b/c a towel can get compressed too
How old is the child? If the child is past 7-9 months and hold their body and head up well already, the seat doesn't need to be at a 45 degree angle anymore. 45 degrees is only for when they can't hold their head up yet. It prevents them from choking when their head rolls forward. Older babies won't have this problem, and often prefer to be a little less reclined. You can have it anywhere between 30-45 degrees, though you have to just eyeball it, without an exact way to measure put the child in and adjust it till he/she looks comfy.
Definitely call your police station and ask about help installing a car seat, they'll direct you to a CPST who can help you install it.
