No there isn't a way to get at it other then removing the dash. As far as the cose it depends on the shop and its hourly labor rate. The part should cost at the most $100 and if you have the automatic temp control system it list for 5.2 hours of labor. If you just have the regular system it should be 4 hours of labor so if you can find a good shop at a lower labor rate you may want to go with them. Just a suggestion and that is cheaper is not always better but if you can find a good shop with a lower labor rate that should help with the total cost but make sure the shop has a good reputation.

No, not really. Even if you could hack your way to it's approximate location, there's way too much involved with no room to do anything for you to have any success. You can't just say "okay, there it is" because you can see it, and fix it
