Most likely the jerking is coming from a bad transmission mount, if craked, replace it, jerking should go away

My car starts hesitates the engine vibrates oil light comes on then sputters and cuts off

run the fault codes . Check for idle speed sensor and MAF sensor. It should be idling around 900rpm and the oil light coming on ( assuming you have enough oil in the sump) will be because of the very low idle rpm not pumping enough oil to maintain pressure.

Idle air control

there might be a problem with "idle up controller" or its relay . or may need slight adjustment. the engine must rev up a bit (900rpm to 1000rpm) when you turn on the AC unit of your car to compensate the load of the AC compressor. and when turned off it must be at 600rpm to 750rpm.

Why won't my 99 beetle idle when its cold ?

If it's petrol it should idle about 800rpm and if it'd diesel it should idle around 900rpm so below 1000 i't normal when warm. When cold is should be around 1100rpm.

Idling bad especially when it's hot and in a heavy traffic-stop &g.o idle fluctuate when I stop between 700 to lower than 500. Is it bad idle control valve?

thats far to low for idleing you need to bring that up to 850-900rpm the valve may be faulty but try to tune it first,,,thats the cheaper of the two

It should be around 900RPM. But you are not supposed to adjust it on the throttle body. The computer does this by manipulating the idle air control valve.

Yes that is most likely normal for your car. But there you could be other factors playing into the potential high idle, for example if your timing is off the computer could be compensating by advancing spark. When was your last tune up done?
