Not a solution per se but correction. 97 escort rear drum brakes do not use a STAR ADJUSTER. They use a "quadrant" adjuster attached to emergency brake cable I think. You'll see it coming out the back near top of backing plate. I don't think you can adjust them at all until drum is off. They are self adjusting once reinstalled.

You need to de adjust the handbrake shoes through the small inspection cover on the back plates. Slackening off the parkbrake cable may help as well.
