Just had a similar problem. Took my 2003 Volkswagen Jetta 2.0l auto in for an oil change. They also checked the air filter. When finished, I started it up and the EPC and MIL (aka CEL, check engine light) lamps came on.
Figured it was just a glich caused by draining/refilling the oil and that it would reset itself by the next day. No luck. So, after checking to make sure the gas cap was tight, I poked my head under the hood. Made sure the oil fill cap was on tight. They also checked the engine air filter so I took a look over there. Low and behold, the ding-a-ling at the shop neglected to reconnect the MAF sensor cable. That is the electronic connector on the air intake hose between the engine and the air filter box.
Plugged that back in and bing, EPC light went out. MIL still on, but if I recall, after a "major" event, the MIL won't go out until it is reset. Taking it back to the shop to have the code cleared.
So, long story short, if you get an EPC and MIL, first check to make sure that the MAF is properly connected.

It is a wiring fault, but they are looking on the wrong end. You will need to have a VW dealer "repin" the electrical connector at the throttle body. What this means is, the dealer will take apart the connector, cut off the old pins and crimp on new ones and reassemble the connector. This is a common problem on drive by wire VW's. The dealer has a bulletin on the problem and I don't know why they missed it. They will probably have to order the connector kit however. Good luck!
