You must have the control module that handles the operation of these functions tested by the dealer.

SOURCE: 98 dodge caravan problems

I had the same issue with my dodge caravan and after several attempts by the dealer to fix it, it turned out to be a broken wire. They replaced the relay and it would work for a while and then go blank again. Have the wires checked thoroughly.

SOURCE: How do you adjust the windshield wiper arms on a

There are no adjustments on the wipers. The arms come off to realign. Pop the wiper arm cap off with a very small flathead screwdriver theres a liitle opening slot to do this. Remove the nut. Pull wiper off straight, use pulley if needed. If the tenson is gone in the wiper arm replace. The springs go bad in the rear arm from dirt.

I have a 2009 dodge grand caravan the warning lights flash (all of them) while driving it and the drivers side window switch won't roll down the front windows wipers come on whenever any help on this?

Sounds like you have a bad body control module. Also know as a BCM. It control every electric system that has to do with the inside of the vehicle. Like the radio, window, A/C and Cluster , ABS systems. Start by looking at that 1st.

Speedo and tack lights dont work on 1998 v6 3.3 dodge caravan replace all fuses and lights instrument cluster looks ok ?

This is most likely in the cluster. It may have replacable bulbs in the back of it. If it does not, than it is a sealed system and the cluster needs to be replaced. Good news is you can put a used cluster in this van and you will not lose your miles.

ABS and air bag warming lights are On. The turn sigal lightswill work.

I think this is the same as a '94-

Try the rear windshield wiper. It is likely on the same fuse with the airbag, if the fuse is blown, the light will come on.

Check with Crysler/Dodge for a recall. There was one that affected caravans about that vintage for a short that develops in the rear windshield wiper that blows the fuse and lights the airbag warning light.

The windshield wipers are stuck vertically and now

This sounds like the wiper motor has failed. You can pick one up at the local parts store. If not mechnically savvy, I would recommend taking to shop for working in tight areas that these can be. But, otherwise, the motor is on the fire wall, unplug, remove screws(4), exchange with new, and reassemble as removed. I hope this helps.
