What are you calling a blow off valve, for the AC? If so either the condenser core is not being cooled or the system has a plug up and the press is exceeding 400 PSI

SOURCE: 1992 dodge stealth valve adjustment

If the lifters [automotive repair industry term] or hydraulic lash adjusters [actual terminology], which are ment to maintain the correct distance between the valve train components is bleeding off oil within the adjuster, it must be replaced. The only thing that can be done is to replace them. I would suggest replaceing all 24 [dual overhead cam engine type], if you are in there doing that, you may as well replace the valve stem seals as well... and believe me, its alot of work, ive done it..

Dodge stealth relay clicks and loses power

This is due to low voltage, the relay click is a symptom of a slow idle not the cause. Clean the throttle valve and the idle speed control motor on the intake near the throttle valve.

92 dodge stealth 3.0 dohc motor.do the valves get bent when the timing belt breaks?

it is non-interference. But it's a very close fit and if an engine is excessively carboned up that can be enough to cause interference.
