To loosen and remove the drive belt on a 2004 Toyota 1.4L engine you simply use a wrench and pull up on the spring-loaded tensioner.
You should be aware, however, that if you are experiencing problems with belt squeal or rattling noise, there is a Technical Service Bulletin (TSB) for your vehicle that provides information for an updated tensioner assembly.

You shouldn't have to loosen anything. There should be an idler pulley. It will be a spring loaded pulley which keeps the belt tight. To remove your belt, once you locate pulley, release the tension by using a socket and pull/push untill belt loosens, (with 2 people is easier) MAKE SURE YOU KNOW HOW TO PUT IT BACK ON!!! Go online, or factory, and get a diagram of belt routing.
