sounds like a bad ground. with the blower on, measure the voltage between ground on the battery and ground on the blower. it should be less than 0.1v. if more, repair the ground. if ok, it may be corrosion at the fusebox or the HVAC module its self

Yes it is the blower Motors Resistor board. It is up behind the blower motor, just under the glove box. You have to remove the black KICK panel with its two "Push Pins" that will break too. There are 3 screws holding that resistor board in, the back two are a bear to get to. Good luck.

the blower motor is on the passenger side firewall. its the only motor in that area.it is held in by three screws and has one plug you unplug from it.you pull the old fan insert the new one put the screws bqack and plug it back in thats all there is to it

the hvac selector switch in the dash may be the problem.You need to remove the switch and look at the connector on the back of switch,see if there are any burnt wires at the connector or switch.It's all electronic and the switches have been known to burn out on this and other model.
