The power steering belt runs off the crankshaft pulley and then turns the power steering pump and water pump, this belt is needed to spin the water pump or engine will overheat ,

SOURCE: 1994 Mercury Villager suddenly smelled terrible,

If you can turn the pump pulley by hand, likely it's OK... If so, change the belt. if not, you know what you need to do.

You don't lossen the nut holding the pulley
on the tensioner, you pivot the tensioner arm
to loosen the belt

The should be a hole for your ratchet in the arm,

This can be a power steering belt loose or the power steering pump malfunction. To check if it's a belt problem with engine running open the hood and pour a small ampunt of water (1/4 gal or a bit less) over the belt located on the left side of the engine if the sound lowers then it's most likely the belt only.
