If the actual part 3 is the same you should have no problems the other numbers are manufacture date and sequence numbers for the factory

My 1991 dodge ram just started porning oil out looks like from where the engine and the transmission come together

Sounds like rear main bearing seal and or rear oil pan seal. You'll have to get up on lift, etc and dig into it to visually locate actual leak

Where do i put the transmition fluid in a 1991 150 pickup?

If it is a manual transmission their is a nut on the bottom of the transmission you may have to get a special pump you can get at the auto parts store that pretty cheap and pump the trans fluid into the trans by taking out the bolt and putting the hose in the hole and pumping the plastic pump to supply the trans with fluid.

Had to replace catalytic converter. four years in a row now to get it to pass emissions

it is possible that your carb is worn and putting too much fuel in from when it was only a NEW cat will clean up the excess emissions...worth checking ??

Dodge Ram PU, 1991,Diesel speedometer doesn't work anymore due to gear in transmission, new gear is not available, whats the solution?

Have you checked the speed sensor on the rear axle? In most cases that is the defective part on this vehicle for the speedo not working.
