this is cause because the ISC is busted or can not open enough to keep idle at 800 rpm.
ISC , idle speed controller
the car has a TPS switch on the throttle body.
if it fails to close at idle the ecu will never attempt to set idle.
car could be flooding. (too much gas)
you did not say if motor is 8valve or 16v and they are quite different EFI systems.

Check the oil pressure switch. If it has three wires, the third one is for the fuel pump. If the switch is bad no power will be sent to the fuel pump. The switch is used for initial starts for when oil pressure has been amended the switch turns on the fuel pump circuit

It sounds like you may have picked up some small debris from the bottom of the gas tank when you ran it empty. You may need to run a fuel/injector cleaning solution through the next tank of gas to clear the debris and consider changing your fuel filter too. Sea Foam is a great fuel additive and I recomment trying it full strength. Hope this helps!
