Have reset code still getting code. Have replaced plugs, wires, cap, rotor. engine was removed and rebuilt, not by me. exhaust has been cut to install headers that havent been connected to exhaust yet. any ideas im lost.
Sounds like you may have a bad injector on cylinder number 3.After letting it run for a minute or 2 then pull number 3 plug and see if its dry.If its dry then that injector is stopped up.

hi there, if you can feel the misfire at an idle but not at a higher rpm than the fuel pressure regulator is bad im working on one right now that has mifire code and random misfire codes coming up

Aloha We have just replaced all of what you have replaced, plus water pump, fuel pump, pcv valve and 02 sensor. Took it to mechanic today we had misfire on 1,2,6,7. Mechanic said that the 99 dodge is known for bad computers, he checked ours and works great turns out that it was the coil. Ours was jumping 1/4 inch and had a orange/yellow spark. it is supposed to have a 1 inch spark and be blue. This has solved our problems after 527 dollars later.
Check the coil!
