I would like to offer a suggestion here if i could but i just think yo need a different mechanic to work on the van, the dealer is the one with the best knowledge of the vehicle, they cost more but then they fix it faster in most cases, so the extra money for labor is evened out. Good luck

It's the " clock spring " . Dodge has a lifetime recall / replacement on this part. Somehow it controls the air bag and is tied into the horn and cruise control .

i had the same problem, i dont remember the name of the piece but its mounted right in between the driver side headlight and the radiator. its a relay that turns the fans on when the car gets hot. its mounted on the body of the car. there should be wires leading from the radiator to the piece im talking about.... good luck I also paid about 35 dollars for the piece

It sounds like your starter needs cleaned or replaced. The poping noise could be the actuator not engaging right. As for the engine light, it could be just a coincidence.
