SOURCE: Power Steering pump appears to be leaking but is full????

Just guessing. Could it be a warped brake disk? That would cause vibration. And vibration in steering might conceivably cause splashing out the power steering reservoir. You would know if the disk were warped by a shudder when you brake at hight speeds.

SOURCE: Location of power steering reservoir

This pump sits down below tha alternator. If it does not have a remote resevoir than the resevoir sits on top of the pump. It is a pain to get to.

SOURCE: Where do I add power steering fluid?

The power steering pump is in the front of the engine. You will see the serpentine belt on the pulley and it will look something like htis picture. The pump has a resevoir with a cap on top which is removable and has a dipstick built in to tell you how low you are on fluid.

The power steering fluid level is indicated by marks on a fluid level indicator. The fluid level indicator is located on the fluid reservoir cap. Inspect the fluid level when the engine compartment is cool. Ensure that the fluid level is at the FULL COLD mark. When the engine compartment is hot, ensure that the fluid level is at the HOT mark.

How would I know if the rack and pin is going out on my 1991 buick lasabre

Hard to steer, leaking fluid all over the place.
Check and make sure the power steering fluid is full before taking it to a mechanics, if the power steering is full and it's still hard to turn or more difficult than before AND is NOT leaking fluid everywhere it could be the PS pump.

2002 Buick LeSabre steering noise when turning left-what could it be?

The whine is an indicator the power steering unit is low in most cases. If the fluid is at the proper level then the power steering pump is most likely going out.
