Put in a radio lately? - you'll probably find that the fuse is blown for the dash lights; and the stereo is wired incorrectly - if no radio - then there is a control module that controls the lighting I think - put in fog lamps either? I'd bet it was either fog lights or radio incorrectly installed, or control unit. You'll find that the dash lights and tail lights are usually connected (on same circuit). Be sure to turn the key "on" and check both sides of all fuses with a test light. If that turns up nothing, then a wiring diagram and some time are required....

Driver side fuse block is most likely corroded remove some fuses and if you see green or the prongs simply break off its time to order a fuse block or see a junkyard.
