the daytime running lamps are the high beam bulbs connected in a series which puts a lower voltage to them causing them to appear dimmer. if your low beams are not working i'd start by checking the bulbs to make sure they're not just burnt out. then check the fuses. if that doesnt work let me know and i'll help you trouble shoot it further

first you have to lift the hood then remove the headlight pins and then stick you're hand down on the left side push the clip in and gently pull the housing out then push the white clip andturn the housing counter clock wise and pull out

Not saying that you don't know this but the daytime lights are turned off in park.
If that is not your problem, a friend of mine uses the amber bulbs, they last longer.

I have a similar problem with my 2005 Optra 5 - daytime running lights are hit/miss. About 3-4 years ago, the alarm started activating itself - FREQUENTLY. Turns out it was corroded wires. Now this. (Take heart - my Corolla had a similar problem - bad sockets - bulbs burned out faster than they could be replaced. Toyota never did admit responsibility.)

Low beam failure would lead to reduced visibility during hours of darkness. DRL failure may render the vehicle less visible to other motorists and pedestrians during daylight hours. Both cases could lead to a vehicle crash with injury or death. Correction: Dealers will add a direct connection splice clip to the headlamp low beam circuit in order to bypass the faulty connector.
