Question about 2002 Saturn L-Series
Turn signals do not work, hazards work ,fuses are good can not find a flasher is there one please help
A common solution is the hazard blinker/switch. Try replacing the hazard switch.the hazard switch must has two switches in it, so when you replace the whole unit it should work fine. You take out the whole hazard switch (after removing the plastic covers which snap right off), unplug it and replace it.

The flasher is the hazzard switch and most likely the problem.
