Remove the wiper arms amd the panel between the hood and the windshield. There are teflon bushings on the actuater arms that wear out, they are cheap and available from the dealer but can be tricky to install because of the limited access.

Check wiper arm where it fits to the shaft the nut may have come loose! if so reset the arm to its normal resting place & retighten!
if its ok then its more likely that it has come off its pivot under the csuttle panel
it may need a new pivot

u must remove the cowl trim in fornt of the windshield, screws are under the hood and on the sides.

Windshield wipers are not working, motor is running but blades are not moving

You probably need to replace the plastic grommets on the wiper linkage arms. On your Dodge there are 2 linkage arms that connect the wiper blade arms to the motor. What has likely happened is the plastic grommet on the motor shaft wore and the linkage arm fell off. As Dodge used several different configurations for the actual set up, you'll need to refer to a repair manual ( Chiltons, Haynes, Motor, etc.)for the specifics on affecting the repair. I have learned it is best to replace ALL of the plastic grommets and not just the 1 that let loose and sometimes it is easier to just buy a replacement arm with the grommets installed. When you go to install the grommet, grease lightly the inside of it with dielectric grease to ease installation as I have broken grommets trying to push them on the motor shaft dry.
If you don't have access to a repair manual you can go to
and pay a fee for the diagrams and specific instructions which you can also print out for future reference. I had an 83 charger that had an access panel on the top of the firewall in front of the driver under the hood to get to the wiper motor and linkage, so looking around there may help you before you buy any info to help. Also pay close attention to which way the fat side of the grommet is on the linkage arm - you could put it on backwards and it will fall off when you try to use it. This led to many fun times for me before discovery!!

Wipers on my 1985 Dodge Ram Charger don'm move. they are at a up position. I could hear the wiper motor on.

this sounds like an arm poped off the linkage, see if you can move the wipers by hand if you can then linkage poped off,remove the cowl and look at the linkage you may need to replace the linkage some cars you can buy just one linkage arm instaed of the complete unit and also some part stores sell the plastic bushing to replace worn one on linkage and it just pops on,

You can hear the wiper motor but the wipers do not work, do I need a new wiper motor?

sounds like your linkage came loose from motor will have to pull assm to repair common with those vehicles

Where is the base timing ground on 1989 dodge raider 3.0 ltr.

Looking at my manual for the Montero 3.0 V6 it would appear the ground is near the windshield wiper motor. The maunal shows a "ignition timing adjusting connector" right under the motor; the electric connector on the left side of the unit is to be grounded out. I have a 1992 dodge shadow.but the windshield wipers isn't working.I checked the motor is well,the terminal voltage is 12V,how can I continu to repair the 1992 dodge shadow's windshield wipers?

You posting is slightly confusing but I gather your windshield wipers stopped working.
The repair method is as follows;
) Check the fuse.
) Check the wiper motor. Turn the wipers on and listen for the hum of the motor.

If you hear the hum then the linkage has probably come loose. You will have to take the covers off
to get to the linkage for the wiper. You can either repair the parts, get salvage yard parts or replace with new part$.

If you do not hear the motor hum then you should verify electricity is getting to the motor. A simple
voltmeter can be used. If the motor is bad you can replace it. Call some auto supply stores for after-market motors or call salvage yards for parts.

the 89 Dodge Raider is a NON inteference motor it is a Early 6g72 12v and not the same as a mitsubishi diamante engine which is a inteference.
