Question about 2003 Buick Park Avenue
The radio also retains power after the doors have been opened.
Are the keys in the ignition, or have you left something turned on?
Usually this is a warning that you have forgotten to do something important, like perhaps turn off your stereo, take out your keys, turn off a light somewhere, put your gearbox into park, apply your parking brake etc. Please re-check EVERYTHING and if nothing is a miss then please report.

You may find a release for the fuel filler door in the trunk. Look behind the carpet on the side the filler is on and at about the same level.

take all screws out and pull out around the edges, should pop out, then lift up by the window.

with this model but I've had the inside door panels off several cars. + Then unscrew the armrest/handle (2 long screws). + Then run your fingers under the bottom of the panel (it is probably upholstered/padded hardboard) - this panel is usually held on by about 5 or 6 clips that pop out. + There may also be speaker wires etc if door-mounted speakers have been installed. + Then you should be able to gently slide the door panel up, so that the top ridge pops out from alonside the window glass.

the fuse box you are looking for is under the dash on the passenger side, you will need to remove the plstic kick plate then look up and a little to the right,you might have to remove three screws located along the rear edge of the panel, when you have the cover off in the upper left hand corner of the fuse box you are looking for a fuse that is marked [ SBM ] this fuse is for you interior lights, there should be extra fuses, in the second row second from the bottom and the third row second rfom the top, you'll know their spares if they pull out really easy and have no metal connectors inside the slots you just pulled them out of.

You'll need to remove screws that are by the door handle, arm rest, under door and side of door and then gently pull back on the panel as there will also be retaining clips attached and you don't want to break them. You'll need to lift the door panel upwards in order to get it off the window ledge. If needed, you can pull back the weather seal (can't reuse it, but it's not that important) and you will be able to access everything inside the door
