Diesel fuel will not actually freeze at any possible outdoor temperature, but it does lose performance when it gets frigid outside

Runs rich, heavy fuel use. Black soot all over tow

Not likely, is usually done with electronic monitoring, if petrol engine, probably no, if old school diesel, possibly through injector pump.

WHAT WOULD CAUSE MY 2012 OUTBACK TO TRY & SURGE AHEAD WHEN I SLOW DOWN & APPLY THE BRAKES

The surge you experience will be the air/ fuel mixture adjusting to normal from the extra air from the brake booster. With you economy so low during winter I would be checking the fault codes for faults in the air/fuel system as it should get better as cold air has more oxygen content so more power with less fuel. There is only a rich mixture used while the engine is warming up and once at operating temperature then that rich mixture is reduced to normal mixture

Toyota 2c diesel pump problem

start the car leave it for a minute and when it goes to reduce revs and dying, pump the fuel filter and see whether is reving up. If so then the problem is on the fuel filter pump allowing air int he fuel system.

Black exhaust smoke

If this is a gasoline engine, this may be caused by your air fuel mixture. For EFIs you may inspect the oxygen sensor or the MAF sensor of the vehicle. It is also good to run a diagnostic of its computer to identify if there are errors. If it is a carb engine, try adjusting the air fuel mixture on the carb. It is also good to inspect the timing on both types of engine. For diesels, check the air flow, it may be restricted. Check the air filter.

Exhaust emission values have deteriorated

Hi..
A few clarifactions pls...
Which Car....
Does it have a carburetor or a Multi Point Fuel Injection System
Diesel or pertol or Gas.

The most basic reason for poor emission is incorrect mixture of air and fuel.
if carburetor then you will have to get the correct mixture set . Its NOT a long procedure just adjusting 2 main screws.... But lat a mechanic do it.

If Multi point fuel Injection... then the injector needs to be cleaned This is a lengthy affair. Before opening this you could use fuel additive ment for cleaning the injectors..
Alos check if the manifold/ exaust pipe is not leaking from anywhere as this reduces the pressure and the burn is not total resulting in Emission..

There are fuel addetives that help clean the engine from inside.... but for that I would need more info so as to guide which addivive could be suited.
Regards
Berry

1981 dodge power ram carb problem with choke sticking and deisling some times at shut off

One problem is related to the other. The dieseling is caused by a rich air/fuel mixture which is caused by the closing choke. So you need to adjust the choke to where it is slightly open when the engine is cold.If it is electric then it has a thermostatic device that positions the choke just cracked open when cold and slowly opens as the engine heats up.Whats happening is the choke may actually be loose and when the engine shuts off the vacuum pulls the choke close creating the combustable rich fuel mixture(if you watched the choke when someone else turns off the engine you'll see the choke flapping while the engine is dieseling).Try putting a screw driver in the carb(with engine running) blocking the choke from closing. Then shut the engine off.It shouldnt diesel. You may have to replace the carb thermostat

Truck wont shut off when i turn key off and is idling high aslo

You seem to be describing a VERY lean gas mixture.
The spark plugs get VERY hot - so they do not need the power from the key to keep running... they fire gas until the fuel pump gas dries up (or the carb float bowl) - AKA dieseling.

Lean mixtures idle high - and can burn valves.
So, it is carb or FI? IF carb - something is reducing the flow of gas through the jets. Fuel pressure, dirt, clogged fuel filter.

Best/cheapest 1st shot at fixing this would be to spray carb cleaner in the carb with the engine running.
Second, add fuel line cleaner/gas additive to the gas tank.
If you see no improvement after driving 20 to 30 miles, then it is time to take it in to a shop and have the timing checked (advanced timing will lean out the combustion chamber mixture). Then fuel pressure test and finally, filter replacement.

Almost certainly one of the above will improve/cure the problem.
