The most likely problem is the fuel pump is stuck due to varnish from old gas, gas goes bad after that much time and turns gummy, this is what is most likely keeping the fuel pump from running, get a couple of cans of fuel injection cleaner from a parts store and dump it in the fuel tank, then fill the tank with at least 5 gallons of fresh fuel, move the rear of the car around to slosh the fuel and mix the old with the new and the cleaner, this should help dissolve the gum in the pump and it might run, if that doesn't work then the pump and filter must be replaced

If the car sat for a year then the fuel pump might be stuck. Have someone try to start it while you smack on the bottom of the gas tank until you hear the pump run.

Does a 1996 crown victoria have a fuel pump reset switch?....and if it does where is it located??

To answer your question about the fuel pump switch...yes. The location of the fuel pump cut off switch is typically located in the upper left corner of the trunk. You may need to pull the carpet down a bit to access it. If it is not in the upper left corner, then it is probably on the right. Usually, the switch is located on the side of vehicle where the fuel filler cap is. Once you locate the switch, press down on the should either feel or hear a "click".

2002 Escort wont start after crash. No logical reason. Is there resets or sensors?

There is a fuel shut-off switch that stops the flow of fuel in an accident to prevent the occupants from becoming crispy critters. I believe it is in the trunk on Fords. Just push the button in to allow fuel to get to the engine. I'll check to see if I can find the exact location. Back in a few minutes.
