dont know exsacly where is but should be where gear box meets engine and it sounds like the soliniod is stuck or gone or starter could be stuck in engine if manual put in gear and rock back and forward this may help relase it

It looks like it is a problem with the anit-theft system. Code p1610 is for an Immobilizer System Malfunction, usually set because the wrong key code was picked up by the anti-theft system. The procedure for checking it says to use a spare key that has worked in the past and if that doesn't fix it, you'll either have to have a licensed locksmith with the ability to reprogram your car to your key come out, or take it into the dealership to have it reprogrammed. The most likely cause for this is that haveing no battery power for a while as you described allowed the programmed key information to be lost. Open the Galant's hood and locate the headlight cover -- roughly 3-inch wide circular piece of plastic -- behind the headlight bulb intended for replacement. Turn this cover clockwise to unlock it and pull it from the headlight assembly, exposing the headlight socket below it.
Hold the rear of the headlight socket and turn it counterclockwise to unlock it. Pull the headlight socket and bulb from the headlight assembly.
Grab the bulb and pull it from the socket with a slight wiggling motion.
Pick up the new 9003 headlight bulb using a clean, lint-free cloth and line up its prong with the slots in the socket. Never tough the bulb with your bare hands, as the oils left by your hands can cause the bulb to burn out prematurely.
Slide the socket and new bulb into the headlight assembly and turn the socket clockwise to lock it into place.
Place the plastic cover behind the bulb and turn it counterclockwise to lock it into place.
Repeat Steps 1 through 7 for the headlight bulb on the other side of the Galant, if needed. Close the Galant's hood.
