I think you have your belt wrong. Its turning the power steering pump backward.

The serpentine belt came off and I found a ring of meatal off the tension pulley-does this mean it went bad? Does 96 Buick Lebres have a problem with this?

when a parts like this fails its not about it being a buick. Sometimes parts just fail. And yes, the pulley is most likely bad. if parts fell out of it.
