mojoman 61540 you didn't offer much detail about this problem so I will answer based on the wheel doesn't turn when try to make a left or right turn at times or is very hard to turn. If this is the case the power steering gear (aka Rack and Pinion) is defective it has an internal seal that is leaking and will need to be replaced, since you will need a front end alignment after this part is installed you might as well let a shop do the work, tire shops offer the best value for this type or repair.

The actuator portion of the column's mechanical locking system may be worn on the mechanism not allowing the same amount of clearance as it had when new, or you may have some issues with the power steering rack itself if equipped, or with valving with the more conventional recirculating steering gear.
If you have the latter type and it was adjusted to remove excessive lash, there may be internal damage to the recirculating balls if the procedure was not done according to the published service procedures- this is a serious safety matter because you can all steering capabilities if that has been done.
There have been a number of TSB's issued by Chrysler for ticking noises from the steering wheel area, and for some suspension noises when in motion that could at times present themsleves as resistance to turning the steering wheel both areas "could" be related to what you are experiencing. Not to mention it could also be corroded ball joints or bent/broken steering/suspension components..
Unless you are able to essentially go through the steering mechanism component by component to isolate or rule out each potential source of the problem, you might find it best to bring in to a shop. The TSB's are just procedures, you would need to pay labor and parts unless the TSB specified otherwise.

The procedure to remove
the power steering pulley out of the 1999 dodge caravan engine is as
disconnect the black, negative cable from the battery.
· Then Take off the
windshield wiper module.
· Raise the front of
the vehicle using a jack.
· Then from
underneath the vehicle remove the drive belt splash shield .
· Locate the power
steering pump bracket and--working from underneath the car--loosen the through
bolt; then remove the pressure hose routing bracket.
· Place a catch pan
on the floor, underneath the power steering pump fluid reservoir, and siphon as
much steering fluid from the tank; then remove the pressure and fluid supply
hoses from the pump.
· Take off the rear
pump mounting bolt and front mounting bolts through the pulley. Make sure to
grab and keep the spacer located between the pump and mounting bracket once you
remove the bolts.
· Take the pump and
pulley assembly over the aluminum bracket and out of the engine.
Reinstall all parts and
new pulley in reverse.
