The the vacuum port on the passenger side of the intake, take a good look this is over looked often and this line is the most common to come off or break.
This truck does not have many lines , also follow lines from intake manifold to fire wall and see if there are any broken lines,

I would be checking the drive belt condition and tension as it indicates that the belt is slipping.

Engine Surging when not pulling hard and with cruise engaged

possible mass air flow sensor fault, dissconnect it and see if it improves slightly to confirm or have scan for trouble codes

When I engage the cruise control is holds speed but rmp surges periodically around 2-300 rpm.

It could be your transmission trying to find the right gear it will jump around on diffrent road surfaces and going up hills/down hills. It is usaully noticable on cruise because it is at a constant speed and your thinking why would it need to shift. Sometimes it doesnt even really shift the gear its so inbetween it just jumps back really fast.

99 ford expedition 4.6 misses / egr? vacuum?

it's getting to much egr the egr has gone bad and needs replaced.
the diaphragm in the egr is leaking, and default position for air is defrost.so when you hit 3000 rpm you don't have enough vacuum.

2000 GMC Jimmy Transmission Whine

Does it sound like a loud winding sound coming from the front right side? I have a 2001 Jimmy and the 4wd tries to engage when driving up steep hills and going at highway speeds. The actuator vacuum switch engaged when the transfer case vacuum switch sends the vacuumed air to the actuator. What is happening is their is either a leak in the vacuum lines, a faulty actuator switch, or a faulty transfer case vacuum switch. When the jimmy has enough air pulling in, the extra vacuum is trying to push the actuator switch in when it is not supposed to. It is a much cheaper fix than a transmission. GMC should have recalled the whole 4wd system on any of the S10's, the JImmy's, and Blazers.
