The recommended interval for changing the timing belt is in the owner's manual. Generally, this is every 60,000 miles.
P.S. I found the data on the internet and, it is indeed 60,000 miles.

If you have 120,000 miles or more on your 2003 Kia Spectra, it is time for you to start considering the risk of having the timing belt break. I have 186,000 miles on my 2003 Kia Spectra and drive 100 miles each day to work. I feel that I am taking "unnecessary risk" by not changing the timing belt and I have pretty much just waited for warm weather to tackle the job. A qualified mechanic should be employed if you don't have a guru to lean on for pointers. There are timing "marks" on each item that the belt goes around and you have to turn each of these items so the marks are all lined up with a guide mark when the belt is finally tightened. There can be no fudging or guessing. Serious damage will occur if it's not perfect. Always replace the timing belt tensioner when you replace the timing belt.

take out all the screws in the door handles etc,slide the chrome suround forwards on the interior doorpull and remove.then, very carefully prise off the inner door panel(use a Y tool for the clips,or a wide screwdiver..you will break some) with the window up,you will be able to see a wire hanging down from the outside handle,it is the clip that holds this on that is broken(very common)if the clip is okay then you will have to see what else is needed.but it will be obvious.
