Sounds more like a stuck high beam relay. Daytime running lights module appeared sometime after '99 year. The relay should be in the fuse compartment. Pull it out to check that it is only the high beam that is on. Pull the low beam relay and place in the high beam location. You can tell by looking at the headlight switch. Without daytime running lights, the switch only has 3 positions, "Off","park" and "headlights" with daytime there is a fourth position to use or not to use the daytime lights.
