SOURCE: have a 1988 chevy 1500,
Make sure your dimmer switch is turned all the way up to high. If it is not working your instrument cluster lights then replace your dimmer switch first. If your dimmer switch is good then the next thing to do is remove the instrument cluster from your dash and replace the mini lightbulbs. One of them has burned out and when one goes out, they all go out. You can get replacement bulbs at your local auto parts store for a few bucks each.

did you get an answer to this question?
Basically you need the DRAC out of the donor vehicle. It is located behind the glove box. 3"x3" square box. Depending on axle gear ratios and tire size you may need to change the jumper settings to allow your speedometer to read properly. This is a very simple procedure.
To convert any 88 and later to the 94 dash you will need not only the drac but get it's harness with at least 6" of its wiring as well.
You will need the 94 dash plug also with at least 6" of wiring on it too.

SOURCE: Instrument cluster not working
if its not a fuse. try a relay. itll be under the hood in a little box. if thats not it than it could be a short in the wiring.check your running lights as well. most of the time they are ran on the same fuse so if one doesnt work the other one probably wont. also if you have recently replaced your stereo. check over the wiring on it because something could have got loose.
