Some gravel has gone down the latch holes on each side. Take the tailgate out and place it on something that won't scratch it like an old blanket. Turn it upside down each way and gently tape on it with your hand to dislodge the gravel while operating the latch.

Hello Mike. Your issue may be as simple as properly lubricating your door or based upon the age of your Camry, one of your hinges could need to be replaced. Let's try the inexpensive fix first. Get a can of WD-40 at any hardware store, auto parts store or walmart. This is a penetrating lubricant. Spray it into each of the hinges on your door and let it work. Repeat each day until the door works as it should.
If, after getting the door to operate better you notice that one of the hinges has rusted out somewhat, you will have to replace it. You can then go to most auto parts stores where they will now sell you the part, and even loan you the tools to repair it yourself. Regards. Joe

try to spray some lubricant on the latches and let sit for awhile and try opening if those are working push up against the tail gate and open.if it has a lock make sure it isnt engaged just some things to try i hope this helps
