yes they should come off unless they are stuck. this is where the problem arises. if the rotors are stuck. what you can do is slam the whole piece where the rotor is on a block of wood so that it won't be damaged. but the rotor would not be touching the wood. let the weight of the rotor force itself off it's holder.
as it comes off, you could notice the rust that have caused it to stuck.
clean it thoroughly before assembling back.

There is a special tool used to disconnect the lines from the fuel filter. You should be able to get them at any local automotive shop, i.e., Pepboys, Autozone, Chief Auto. It should be relatively cheap to buy this tool.
