This problem is caused by a defective blower motor speed control module aka blower motor resistor.
The blower motor resistor is right under the passenger side glove box, next to the blower. You need to unscrew two box screws to dismount the right hand insulation panel, then you will see the resistor pad - little bit inside up. Unscrew two box screws then the pad will come off, unplug the power from blower motor and the seven pin plug from resistor pad. Installation reverse way

SOURCE: How to uninstall a blower motor on a 1999 GMC JIMMY

Yeah if you have to tap on it, then that means the brushes in the motor are worn out and you need to replace it. The blower motor is behind the PCM and Coolant Overflow bottle. If you remove these then it will give you better access to motor. You'll have to cut around housing. There should be a groove already there for you, just make sure you don't cut all the way around it. Once you open it and get the new one installed, you'll have to use caulk to seal where you cut it at.

SOURCE: My 2005 Yukon AC blower is not blowing. THe

There is a service bulletin for this problem which replaces the blower resistor and connector. Mine had the same problem while on vacation. No fan speed control, and when it did work, the fan would keep running after the vehicle was shut off. Mine is currently in the shop getting the service bulletin installed.

Yes the problem is the blower motor resistor. It is located by the blower motor on the passengers side under the dash.G.M.has a bulletin out for this problem.Make sure and check the connector out really close and see if it has gotten hot.Sometimes they get hot and start to melt. You can tell if it is hard to separate the connectors. You can get these parts at the dealership.Hope this helps.Good luck.

Check the blower resistor, the built in relay can stick closed allowing the blower to run in the high position when the key is turned off. The connector can also burn together.
