i also have a 94 tercel with this problem. the spring is missing so i tied a long shoestring to the release lever next to the seat. i hold the string and it pulls up on lever while i use my key to open the door the rest of the way. the door pops open enough for the key to fit in the crack. hey it works for me lol have tried to find another spring at wrecking yard but someone always beats me to it

SOURCE: Fuel filler door opener
In my case, I found that it's because there's a clip spring on the hinge of the fuel door that went missing, that's why when I pulled the tab inside of the car, even though that works, the fuel door won't "pop" open, so I do have to jam a pen under the tab, and use my finger to pry it open. I suspect once I have the time to go the dealer and get the spring back on, everything should be fine.

there should be a manual release in the back of the Suv. If you check in your manual it should specify where it is. Good luck! :0)

this is the common problem of some new model suv now,
check out first the sensor at sides of tailgate for some stain that detected by the sensors , if there are some dirt or stain at sensors it will not works properly because as it knows that there are some object at the tailgate, if you cleaned it and same problem, open the upper portion of rearward ceiling to find out any problem here, specially to the moving wires and secured the wires and harness, keep away from sharp object at the roof to avoid wiring damage
