Just replace the ignition it is only about 25 dollars or so and it should not have a pats system for that year you must have the key to get the ignition out though do you have another key ... the key must be turned to get it out and back in you can drill the lock and then turn it so you can remove it but if you are not comfortable doing this call a locksmith.. much cheaper than a dealer

Use the key, if it wont turn try jerking the steering wheel in both directions while turning the key, sometimes when the wheel is turned when parked the key lock gets stuck due to pressure on the lock cylinder
when the car was turned off sometimes if there is excessive pressure on the wheels to try and turn, this can happen. Try grabbing the steering wheel, rock it left to right and see if the key will turn. Please don't excert excess force on the key!
The steering wheel was turned when the key was removed. So when you try to turn on the key, turn the wheel one way and the other way to release the pressure on the key. The key should turn ok.

It might be that your steering wheel is up against the lock. Try turning the steering wheel (yes it will require a little pressure) away from the lock into the middle while the engine is off and the key is in the totally off position with the battery connected.
This is common, if the wheel was turning at the time of the key being turn off it will put preasure on the wheel lock pin, this causes the lock to be diffuclt to turn, what happens is the steering wheel has a plate inside column, this plate has a lot of slots going around it, so when you turn the key off a pin comes up and goes into one of the slots that algin over it and if the wheel turns back the slot hits the pin with enough force to hold it, so when you turnn the key the linkage pulls the pin down bbut if its held the pin wont move and key wont turn unless you move the wheel which in turn moves the lock wheel away from pin, nothing is wrong its just something that happens,hope this helps.
The steering wheel lock is a metal prong that protrudes into the steering shaft from within the ignition lock assembly, that is held on by two security screws pointing upward underneath the plastic steering column covers. You can remove the 2 screws and check out the working of the mechanism. It's probably stuck. Most likely, when you put on the new steering wheel, you simply twisted the ignition assembly and it is now causing the steering lock to be wedged on in the lock channel. Try twisting it back the other direction with your hands and I'm pretty sure it will allow the spring loaded locking mechanism to release. This same problem happened to me and took me a while to troubleshoot what was going on in the mechanism and figure it out. If twisting it both directions and checking to see if it releases with the key turned doesn't fix it, just remove the ignition assembly and lubricate the locking mechanism bolt and that will fix it for sure.
Take the steering column cover off and tap/hit the ignition barrel with suitable tool (small hammer)while twisting on key.It may be enough to loosen it so key comes out.You will have to remove steering column cover to swap with replacment barrel anyway .Get someone to turn steering wheel while tapping/hitting barrel as it could be the steering column lock pin thats jamming.good luck.
