SOURCE: the check engine light goes
You don't mention any vehicle specific info, but the codes read as follows:
P0420 - "Catalyst Efficiency Below Threshold (Bank 1)"
P0128 - "Coolant Temp Below Thermostat Regulating Temp"
I'd guess you basic problem is the engine isn't getting hot enough in normal operation.
Try replacing the thermostat. Do be aware that you have to purge the cooling system of any trapped air for proper cooling system function. Some vehicles have 1 or more air bleed screws in the system to aid in this process.
I suspect that if you resolve the P0128 DTC, the other will go away (might have to clear the code and go thru requisite drive cycle.

Most probably and if a cat is not flowing proper is causes back preasure that can result in sticking or burned vavles, mechanic not nice by saying ignore the cat effiency code p0420.Can ussually have cat replaced at aftermarket muffler shop for approx. $200 cheaper than valve job or excessive fuel that you have used and damage that may occur to your engine.

check your fuel pressure regulator for a torn diaphram, which can cause a rich condition. The regulator is on top of the engine connected to the fuel injector rail with a hose. There is a second gas hose and a vacuum line attached. Pull the vacuum hose off and plug the hose with a golf tee. Start the car and check to see if any gas comes out of the regulator vacuum port. If yes, replace the regulator. If not, you may want to check the oxygen sensor that is indicating poor converter performance. You might try swapping it with the other downstream sensor and clear the code to see if the code comes back to the same sensor or the same converter. Let me know if you have questions.
