Does your car crank, and not start. or does do nothing. if it cranks, and there are codes. saturn are good for having bad crank position sensors ,and coil packs. the crank position sensor is located in the back of the motor behind the starter

Take the car in, and have the fuel pump checked, and maybe the alternater. Something in there is going out. Could even be lose battery cables, or a lose connection. Either way, you should have it checked before you get stuck somewhere.

It does sound like an electrical issue.  Double check if the ground connections are all OK.  You may have to check out the wirings, even the wiring loom if all wires are still OK.

Possible bad ignition switch. Security is partly ignition as well as headlights r part of security all tied to ignition.

Should be looked at by certified mechanic. Not hard, but not easy fix either.

This may just be a problem with the wiring of the car's ECU. It could be a loose wiring. The ECU may be receiving power intermittently. It could also be just an issue with the EFI relay. The ECU signal from the EFI is intermittent causing the flickering and the clicking sound.
