You may have air in the lines to the steering rack. or the fluid is low. there is also a chance your replacement pump is defective. a lot of steering pumps are remanufactured. a way to check for air in the lines is to take the filler cap off, have someone turn the steering wheel lock to lock a few times and hold for a few seconds at full lock each time, check to see if any air bubbles arise in pump reservoir. if no bubbles are seen you can also try a vacuum pull on the reservoir if you have the tool to do so, that tool will pull any air from the lines, but the engine has to be off because it will also pull some fluid from the pump in the process, when you don't see any air bubbles in the vacuum tools's lines it should be ok.

Check for a spark first, double check fuel pump is running and actually "hums" when you prime the motor. Check fuel filter, clogged fuel filter could be the culprit and explain why it sputterred with starter fluid but wont run without. Good luck.

My 1995 Toyota Tacoma LX 2.4L makes a metallic ringing noise when accelerating. This does not happen in neutral or when the clutch is depressed. What is causing the ringing noise?

Sounds like a wheel bearing. Jack each corner of truck in air and grab top and bottom of tire and see how much it moves. If it moves anymore than a little you have a bad wheel bearing.

NO POWER STEERING IN 1998 TOYOTA TACOMA AFTER CHANGING POWER STEERING PUMP.

Assuming you have a known GOOD pump that was replaced. Try turning the wheel right then left while keeping an eye on the fluid level in the pump reservoir.
Probably have air in the system.

Check for fuel pressure when starting. Fuel pumps have a check valve in them that keep fuel in the rail at the injectors. If the check valve fails, the pump has to pump fuel all of the way up to the engine. Same thing with hot no-restarts. Fuel pump.
